I use 7.3 on my Raspberry 4..
Perhaps 7.4 would work fine as well, I would think. Just too lazy to install it.

User Accounts >> Edit Privilege's >> Select All >> Go Button to save. it's at the bottom right side you may have to scroll to see it.

ok now edit your /template/config.php
Then run the "Check MySQL" again with any luck you should have no errors.
