You must place the link of your image in the configuration of your plugin and then create a cron (See wiki)

As José Luis said, once you have the image on a folder on your server you are ok.
Then you have to use the address/url of the photo in the configuration of the block/plugin.
I suggest you starting from the block and once the block configuration is ok proceed to the plugin configuration
