Looking for a Top of Page app

As more things get added to the webpage, the bottom is sometimes a long ways down from the top of the page. Is there an app/block/whatever that is available to add so that there is always a arrow or indicator to click on to return to the top of the page? I have this on a couple others of my webpages, but that code does not seem to work here. I would like to install such coding to my MTP page.

In footer.php at the bottom of the page, I only managed this script, others in scrolls changes the page.
