1. Is it correct that I can't place Blocks under a new Menu tab, but only on the Home Tab?
2. Is it correct that I can't make colums under default menu and new Tabs, like I can under Home Tab?

If I understand your questions as setting up a Menu Tab looking like the Home Tab with blocks disposed in diferent columns - the answer is yes (twice). Blocks and the disposition in columns are only for the "Homepage" ....
