Allow block to hyperlink to plugin/other url

In setting up the Webcam block, it dawned on me that it would be nice to have a hyperlink within the block to jump to the plugin for more detailed info. While I did create a custom block with a url and used the subblock option to do this, it is not the most elegant as the FULLSCREEN and EXPORT icons show twice. So I wanted to through out the idea to allow a block to have a URL that it can link to.
