Oh, I see.
This is an extremely old version of Meteotemplate (in this case 4.1). The menu worked completely differently back then. The station status has been moved to the footer and the temperature to the header.

Hello, which plugins (or Block) uses the average temperatures and normal monthly rainfall that we enter in the configuration of meteotemplate 16, because I tried all the plugins of the climate and they always use the means of my station.

I try deviation and I always have the averages of my station. Here's how I filled out the settings:
Temperature: 2.9; 3.5; 6.5; 9.0; 12.6; 15; 17.5; 17.2; 14.5; 10.7; 6.2
Rain: 57; 48; 57; 48; 61; 60; 60; 68; 52; 64; 58; 66
