Hello i am having problems with main web page not showing back ground image on header

Since moving to new host i have the following problem in that my website only loads properly in some web browsers
Edge and Firefox are ok
Opera and Google Chrome do not load properly see screen shot

Andy i do have a backup have used filezilla to upload to new web host but website is broke see link below https://www.ilfracombeweather.info/template/indexDesktop.php this is just a upload of the entire folder from previous host with out any changes,as you can see i am unable to access the admin log...

So do i need to do a fresh install with meteotemplate first

Andy thanks again for information the problem i now have is my web host has already closed my account down ,so i only have the my sql backup and web folder i used for meteotemplate .can i upload to new host and if so can i edit the settings required to make it all work again

will i need to setup meteotemplate as a fresh install or can i transfer a backup of my template folder from my previous web host
