This is probably more of an OS question but let's see what you think.
I use the rain block on my home page. I set it as my home page when I start my browser.
The first time the index page loads the graphic's in the rain block don't load. When I refresh the page the graphics load correctly.
I primarily use Chrome, but also test with Edge and IE 11.
This is consistent with all three browsers. I suspect that when my page loads initially that it is using cached data.
When I refresh, I download a new image.
any thoughts?

I just went to your site and the rain graphics did not load. I refreshed the page and still no graphics. I closed the browser, and then went back to your site again. Still no rain graphics showed. Then I went to different page on your site, and then clicked back to your home page. This time the rain graphics showed. I did all of this using Chrome, and I too have the rain block on my home page. The rain block graphics load normally the first time into my site.
Right off hand I can't see why this is happening. If you haven't already tried this you might delete the rain block directory completely, download it again, reinstall it again, and save the rain block setup again.

That was my thought exactly. So I did get a fresh version of the rain block from Jachym's site and installed it.
