When looking at the monthly precip graph, it appears the 'normal' value is showing a daily total average and not monthly total like the rest of the values:

yes, in this case this value is more accurate because vast majority of people dont have a continuous series and have gaps in data, at least a few days over those years. In case of temperature etc. it does not make much difference. In case of rain it can make a huge difference and a few days gap could make it look like the whole year was for example below average
