Update Ver 16 - 17 error

Yes I finally got around to updating to version 17.
I think I have a permission error.
When I attempt to run the following: http://melvinweather.com/template/updat ... mplate.php
I get the following error:
Forbidden
You don't have permission to access /template/update/update_17.0/updateTemplate.php on this server.
Server unable to read htaccess file, denying access to be safe

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

If I change the permissions to READ/WRITE/EXECUTE, ig et the following error:
Internal Server Error
The server encountered an internal error or misconfiguration and was unable to complete your request.

Please contact the server administrator at webmaster@melvinweather.com to inform them of the time this error occurred, and the actions you performed just before this error.

More information about this error may be available in the server error log.

Additionally, a 500 Internal Server Error error was encountered while trying to use an ErrorDocument to handle the request.

Not sure what I should have the permissions set to???

RESOLVED....

My web host had made some changes. Script ran without error.
