Forecast Block 403 error

I have been trying to amend the forecast block to disable WU but when saved am now getting 403 Forbidden Access to this resource on the server is denied!
The server error log shows PHP Fatal error: require(): Failed opening required '../config.php' (include_path='.:/opt/alt/php72/usr/share/pear') in /home/tottonwe/public_html/meteo/update/update.php on line 24

Other blocks seem to work ok when saved. Any help much appreciated
